What is a Ladder Lockout Device?

Ladder lockout is an access isolation device that covers the climbing portion (accessible lower rungs) of a ladder, so it cannot be used until an authorised worker removes the lockout. It is the primary access control for ladders that are damaged, under inspection, located in restricted areas, or temporarily out of service.

Consider the ladders on your site right now:

The Monkey ladders on your reactor or vessel – climbed without isolation.

The fixed ladder on your silo or tank – accessed while agitators run below.

The ladder on your tanker – stepped on while the pump is live.

Oil & gas, pharma, FMCG, cement, steel – manufacturing facilities know this risk.

Picture a technician at a processing facility climbing a mixing vessel ladder for a routine check. The agitator below is not isolated. A colleague restarts it remotely.

Work at Height. Slip, Trip & Fall. Ladder Safety. Lockout Tagout.

All four hazards. One Ladder. One moment – Ladder Lockout Device is the single intervention that addresses all four, physically and permanently.

Choosing the right mechanism depends on the ladder type and the protection level required. A flexible PVC cover wraps over the rungs of stepladders, extension ladders or fixed vertical ladders and is locked using brass eyelets with a cable lockout and padlock, a strap-and-grommet system secured with a padlock, or velcro straps at top and bottom. A rigid steel cover hangs on the ladder via adjustable top hooks and is secured with a long-shackle padlock through an integrated hasp; it is available in standard, angular, wings, half-cover, top-mounted, top-mounted full cover, A-section, fixed-hinged, hump, and hump-and-wings variants. The hump variants integrate with rope-based or aluminium-channel personal fall arrest systems. An adjustable two-plate steel lockout covers the first few rungs with a heavy-duty blocking plate while a sliding base plate grips the lower rungs from below for added stability, and supports group lockout where multiple workers each apply their own padlock.

How to Choose the Right Ladder Lockout

Selecting the correct device comes down to five practical questions:

What type of ladder is it? Match the device to the ladder. Stepladders and extension ladders suit the flexible PVC covers (single sided, double sided or Velcro). Fixed vertical ladders are best served by the strap-and-grommet PVC, the steel range or the adjustable two-plate lockouts. A-section ladders take the dedicated ES-LL-ST-AS.

What level of security do you need? Velcro is a quick-fit visual deterrent without a padlock. The PVC, strap-and-grommet, steel and adjustable lockouts all accept a padlock and support lockable access control. For full restricted access, the steel and adjustable ranges with integrated padlock hasps offer the most robust protection.

Flat or round rungs? For adjustable two-plate lockouts on industrial ladders, ES-LL-ST-ADJ-FR fits flat rungs and ES-LL-ST-ADJ-RR fits round rungs. Both adjust for different rung spacings and accept group-lockout padlocks.

Is fall-arrest integration needed? If the ladder is fitted with a rope-based or aluminium-channel personal fall arrest system, choose the Standard with Hump (ES-LL-ST-HUMP) or Hump and Wings (ES-LL-ST-H&W) variant, which allows secure placement without obstructing the fall-arrest line.

What’s the environment? Powder-coated steel or PVC is suitable for indoor / general use. Aluminium gives a lightweight, corrosion-resistant alternative. Stainless steel (smooth or heavy-duty texture) is built for marine, harsh-industrial and high-corrosion environments.

    Compliance & Standards

Our ladder lockout devices are designed to support compliance with OSHA 29 CFR 1926.1053(b)(8): the industry standard governing ladder safety. Once our ladder lockout devices are fitted and locked, the ladder remains inaccessible until the authorised worker removes the padlock.

For international operations, our ladder lockouts also support ladder safety programs aligned with:

    • AS 1657:2018 (Australia: Fixed platforms, walkways, stairways and ladders: Design, construction and installation)
    • AS/NZS 1892 (Australia / New Zealand: portable ladders)
    • EN ISO 14122-4:2016 (Europe: Safety of machinery: Permanent means of access to machinery, Part 4: Fixed ladders)
    • EN 131 (Europe: portable ladders, Parts 1–7; substantially revised January 2019)
    • Directive 2009/104/EC (Europe: minimum safety and health requirements for the use of work equipment, incorporating Directive 2001/45/EC on temporary work at a height)
    • CSA Z11-18 (R2022) (Canada: portable ladders)

Regulatory requirements vary by jurisdiction and industry. Always verify current requirements with your local authority or a qualified safety professional.

    Ladder Lockouts for Every Industry

Ladders are essential for everyday operations across various industrial settings, and uncontrolled access to a damaged or restricted ladder can lead to falls from height. This is one of the most violated standards that causes workplace injury and death. Our ladder lockouts are used wherever ladders need to be kept out of service or under authorised access only.

Ladder Lockout Devices - Frequently Asked Questions

A ladder lockout device prevents unauthorised use of a ladder, typically because the ladder is damaged, under inspection, located in a restricted area, or temporarily out of service. The device covers the climbing portion of the ladder and either accepts a padlock directly or is secured through an integrated padlock hasp, so the ladder cannot be used until an authorised worker removes the lock. This is one of the most violated standards that causes workplace injury and death.

The single-sided ladder lockout is a flexible woven PVC cover placed over 3 to 4 rungs on one side of the ladder. It has brass eyelets at both ends. An EML cable lockout is passed through the loop at the top and inserted into the cable lockout body; the cover is secured at the bottom by attaching a padlock and tag to the cable lockout. Multiple padlocks can be attached to the cable lockout for group lockout.

The double-sided ladder lockout is a woven PVC cover that wraps over the front and back of 3 to 4 rungs of the ladder. Brass eyelets at both ends align at the bottom, and a padlock is fitted through the two eyelets to secure the cover in place. Because the cover wraps both faces of the ladder, it cannot simply be lifted off from either side.

The Velcro ladder lockout (ES-LL-V) is designed as a quick-fit visual safety deterrent. It secures to the rungs using hook-and-loop fastening at the top and bottom, and rolls up for storage. It is the right choice where a clear OSHA-compliant warning is needed to deter casual use. Where full restricted access is required, choose the strap-and-grommet PVC, the steel range, or the adjustable two-plate lockouts, all of which accept a padlock.

The flexible PVC ladder lockout (ES-LL-F-PVC) is placed over the ladder's rungs and wrapped front and back. A black strap at the rear passes through a D-ring at the bottom; when pulled tight, the reinforced locking holes in the strap align. A padlock is then fitted through the aligned holes to secure the cover. It is designed to support compliance with OSHA 1926.1053(b)(8) and suits fixed vertical, extension and step ladders.

The standard steel ladder lockout is a rigid panel hung on the ladder via two hooks at the top, with an adjustable lower hook to tighten and stabilise it. An integrated padlock hasp accepts a long-shackle padlock to lock it in place. Variants include angular, side-wings, half-cover, top-mounted, A-section, fixed-hinged and hump versions - with the hump variants designed to integrate with rope-based or aluminium-channel personal fall arrest systems.

The adjustable steel ladder lockout uses two plates. A heavy-duty blocking plate covers the first few rungs to prevent access, and a second base plate slides in from behind, gripping the lower rungs from below for added stability. The plate height adjusts to fit different rung spacings. Multiple padlock points support group lockout, where several authorised workers each apply their own padlock and the lockout cannot be removed until all are released. ES-LL-ST-ADJ-FR fits flat-rung ladders; ES-LL-ST-ADJ-RR fits round-rung ladders.

For fixed vertical ladders, the strongest options are the steel range - standard, top-mounted, top-mounted full cover (ES-LL-TMFC) and fixed-hinged-and-lockable (ES-LL-FHL) variants - the flexible PVC with strap and grommet (ES-LL-F-PVC), or the adjustable two-plate lockouts. If the ladder has a rope or aluminium-channel fall arrest system, use the hump variant (ES-LL-ST-HUMP or ES-LL-ST-H&W) so the fall-arrest line is not obstructed.

Our ladder lockouts are designed to support compliance with OSHA 29 CFR 1926.1053(b)(8) specifically. Internationally, the range aligns with ladder safety standards including AS 1657:2018 and AS/NZS 1892 (Australia), EN ISO 14122-4:2016 for fixed ladders and EN 131 for portable ladders (Europe), Directive 2009/104/EC on the use of work equipment (Europe), and CSA Z11-18 (R2022) (Canada). As regulations vary by region, you must always confirm requirements with your local authority.

Our range covers four primary materials. Flexible woven PVC is used for the single sided, double sided, Velcro and strap-and-grommet covers. The steel ladder lockout range is offered in powder-coated steel (yellow, grey, red or black), lightweight aluminium, and stainless steel with smooth or heavy-duty texture finish. The adjustable two-plate lockout is galvanised steel, powder-coated for corrosion resistance.
